Slice the beef thinly against the grain. In a small bowl, toss the beef with 1/2 tablespoon cornstarch, salt, and pepper.

Heat 1.5 tablespoons vegetable oil in a wok or large skillet over high heat. Working in batches, sear the beef 1-2 minutes per side until browned. Transfer to a plate.

Add remaining 1.5 tablespoons oil to the pan. Stir-fry the broccoli for 3-4 minutes until tender-crisp. Season lightly with salt and pepper.

Push the broccoli to the side of the pan. Add minced ginger and garlic to the empty space, stirring for 30 seconds until fragrant.

In a small bowl, whisk together soy sauce, sesame oil, 1 tablespoon cornstarch, water, rice vinegar, and brown sugar.

Pour the sauce into the pan and stir everything together. Return the beef to the pan and toss for 1-2 minutes until the sauce thickens and coats the beef and broccoli.
